This chapter provides an examination and assessment of the changes to early childhood education and care (ECEC) policies and programs since the 2006-15 federal Harper era (Friendly and White 2012). This chapter begins by reviewing the set of policies in place during the “open federalism” era under the federal Conservative government (2006-2015). It then examines the degree of policy stasis/change under the Liberal government in the 2015-2019 and 2019-2023 periods. It focuses particular attention on changes since the April 2021 federal budget which committed $30 billion over five years and $8.3 billion thereafter to the ECEC (Department of Finance 2021, 101).
